NAAL Bylaws and Handbook update for the 2024 season

Dear FAST Frog families,

We would like to inform Frog families of the updated policies that the governing body of the FAST Frogs, the North Austin Aquatic League’s (NAAL), has revised within the league bylaws and handbook for the 2024 season. Those changes are the following:

Changes in effect beginning with registration for the 2023 season that were not published previously:

Bylaws

  • Section: League Officers
    • A. Change “League” to “Champs:
    • B. Change “The primary league representative shall not be filled by a coach.” to add “unless there are extenuating circumstances. This will have to be approved by a ⅔ majority vote by league officers.
    • B. Add “Recommended that the cycle of representatives should not exceed more than 4 during a calendar year.”
  • Section: Duties of League Officers
    • B. Establish season, change “9/30 with 10/31.”
    • B. Add “health” to the list of enforcing safety guidelines.
    • VICE PRESIDENT: change “league” to Champs”
    • AWARDS CHAIR: add “Ribbons” to position title
    • LEAGUE MEET DIRECTOR: Change “League to Champs” and add “or Assistant Champs Meet Director, in extenuating circumstances.”

Handbook

  • Section 6 - Volunteer and Stroke and Turn Clinic
    • Add “A list shall be maintained on the NAAL Shared Drive.”
  • Section 7 - League Fees
    • Change “by May 1st” to “2 weeks before Champs”
  • Section 8 - Rotation of Officers
    • Deleted old rotation and added new rotation which reflects the length of officer rotation (2 years not 1).
  • Section IV - Swim Meet Preparation
    • Removed “Shall present pool availability by September”
    • Added “shall finalize season schedule as soon as practicable with a goal of February 1st”.
  • Meet Director
    • Change “Either meet director, or team volunteer responsible for Stroke & Turn volunteers, must attend a League Stroke & Turn Clinic each year.”

Changes in effect starting with registration for the 2024 season:

Bylaws

  • Section: Membership
    • A. Added Falcon Pointe Flyers (FP) to the list of league teams.
  • Section: League Officers
    • A. Added At-Large/Special Projects to accommodate the 8th team.
  • Section: Duties of League Officers, C - League officers duties shall be as follows:
    • Added 8. At-Large Member shall serve in a capacity of special projects as well as helping other League Officers with projects, as needed.
  • Section: Fees and Assessments
    • Updated B to read: “Team League Fees shall be remitable to the NAAL Treasurer, payable to the NAAL League.”
  • Appendix | Rotation of League Officers
    • Updated schedule added to include 8th team and work through 2036.

Handbook

  • Section I - League Guidelines
    • 1. Changed 7 to 8 teams, added Falcon Pointe Flyers to the league list
    • 5. Meet Calendar - changed timeline to “as soon as possible with a goal of February 1st”
  • Rotation of League Officers
    • Updated schedule added to include 8th team and work through 2036.
  • Section III - Swimmer Eligibility
    • 1. Age Limit - changed “year” to “season”
  • Section IV - Swim Meet Eligibility
    • 2. DIVISION – Swimmers shall compete in one of two competition categories (male or female). With regard to gender diverse athletes, and in keeping with the NAAL Statement of Purpose, the NAAL will follow the USA Swimming Policy for gender diverse minor athletes (summarized here) that is in effect as of February 1 of the current year.
    • 6. Swimsuits - Added “Any athlete requesting a deviation from the swimsuit policy must submit a waiver request via email to [email protected] no later than 1 (one) week prior to the first meet. No competitive advantage will be given in any instance (including but not limited to Tech Suits). The waiver will be valid for the current swim season.”
    • 9. Season Meets - changed to end the section with “... at the coach’s discretion.”
  • Section VI - Swim Meet Preparation
    • 2. Schedule Preparation - changed to “Team League Representatives (NAAL) shall finalize a season schedule as soon as possible with a goal of February 1st for the upcoming season.
  • Section IX - Volunteers
    • Meet Director - added “Either the meet director, or team volunteer responsible for Stroke and Turn volunteers, must attend a League Stroke and Turn Clinic each year.”
    • Timers - changed “Three timers per lane, not all from the same team” to:
      • Minimum of 2 timers per lane and must be agreed upon by both teams, with a goal of one representative from each team per lane.
      • Three times per lane is recommended and any changes to this must be agreed upon by both meet directors.

In closing, these are the guidelines passed by the eight member teams of the NAAL and, as one of those member teams, the FAST Frogs will abide by them.
